The Brihanmumbai Municipal Corporation (BMC) is set to appoint a Project Management Consultant (PMC) for Phase 2 of the Mumbai Coastal Road Project (MCRP) and the Goregaon-Mulund Link Road Project (GMLR), specifically for the twin tunnels. The selected PMCs will oversee the overall progress of the projects, including the finalization of contract designs. In December 2023, BMC finalized four contractors for MCRP Phase 2, an 18.47 km road connecting Versova to Dahisar, featuring a 4.46 km connector to GMLR.

The Versova-Dahisar Link Road (DVLR) project includes elevated roads, a road on stilts, a cable-stayed bridge, and an underground tunnel passing below Malad and Kandivali through the Mangrove creeks. The DVLR project is divided into six packages, with Megha Engineering awarded the contract for twin tunnels in packages C and D, spanning 3.66 km each, with an estimated cost of around Rs 58.21 billion.

A BMC official stated that the PMCs will oversee overall progress and finalize contract designs, including reviewing and modifying designs based on site conditions. Additionally, BMC is developing a twin underground tunnel from Film City in Goregaon to Khindipada in Mulund, featuring a 1.65 km-long and 6-meter-deep box tunnel as an approach road to the 4.75 km six-lane tunnel. The PMC will play a crucial role in supervising the work on these twin tunnels.
